What is "Students Speaking Out"?

The safety of our students and staff is always our highest priority at OUSD as we create environments conducive to learning. All OUSD schools have access to the Students Speaking Out program, which provides students with an avenue to anonymously report crime or safety concerns that impact their school campuses. It's available 24 hours a day, 7 days a week. When a tip is made, the appropriate school official is notified and can respond accordingly.
Peer pressure and fear of retaliation can inhibit students from coming to teachers or school administrators with information about criminal activity on campus. The anonymous nature of the Students Speaking Out tip line provides students a place to turn to if they are reluctant to come to school officials.

Will the school resource officer or school principal know who gave the tip? The tip line is fully anonymous and key to the program’s success.
Are false tips a concern? False reports have not been a big problem for Students Speaking Out. Every tip is first assessed by law enforcement coordinators and then investigated by school resource officers or school administrators. A reward is only paid on cases when an arrest or disciplinary action is taken.
Will students start going to Students Speaking Out instead of counselors, teachers, or principals? Most active campuses can expect 25-50 tips a year. Most students continue to talk to school officials about crime on their campuses.

Mandated Reporting
School Personnel must report suspected abuse in any of the following categories to Child Protective Services or Law enforcement using form and phone number (858) 560-2190 of the below acts involving anyone under the age of 18:

A physical injury inflicted on a child by another person other than by accidental means.

The sexual abuse, assault, or exploitation of a child.

The negligent treatment or maltreatment of a child by a person responsible for the child’s welfare under circumstances indicating harm or threatened harm to the child’s health or welfare.

The willful harming or endangerment of the person or health of a child, any cruel or inhumane corporal punishment or any injury resulting in a traumatic condition.

OUSD Uniform Complaint Procedures
Oceanside Unified School District shall investigate and seek to resolve certain complaints using policies and procedures known as the Uniform Complaint Procedures (UCP). Oceanside Unified School District has the primary responsibility to ensure compliance with applicable state and federal laws and regulations and has established procedures to address allegations of unlawful discrimination and complaints alleging violation of state or federal law as governing education programs.
